12 <br />City Code Section 1007.114(4) of the R-4 District requires the minimum livable floor area <br />for each multiple-family dwelling unit shall be 700 square feet plus 100 additional square <br />feet for each bedroom. <br />Staff Comment: <br /> <br />1. Performance standards (architecture, parking spaces, lighting, landscaping, etc.) <br />will be fully evaluated in with the complete submittal of PUD Preliminary <br />Plan/Preliminary Plat. <br /> <br />Subdivision Ordinance <br /> <br />Blocks and Lots <br /> <br />The proposed development provides a mix of residential and commercial lots and blocks. <br />Outlots would contain wetlands, buffers, stormwater ponds etc. <br /> <br />Per City Code Section 1001.097 (1) Length. The maximum length of blocks shall be 1,500 <br />feet and the minimum length 400 feet. Blocks over 900 feet long may require <br />pedestrianways at least ten feet wide at their approximate center. <br /> <br />Staff Comments: <br /> <br />1. A minimum 30-40ft wide pedestrianway/trail connection shall be made to <br />Centerville Road, Ash Street, local public street and public open space. <br /> <br />Streets and Alleys <br /> <br />CSAH 32 (Ash Street) and CSAH 21 (Centerville Road) are A-Minor Arterial Expander <br />roads. Internal streets consist of local streets and private streets intended to serve the <br />site. Sidewalks shall be provided along streets. <br /> <br />MnDOT, Anoka County, Ramsey County, and adjacent communities have worked jointly <br />on roadway improvement plans and financing for the I-35E interchange and CSAH 32 <br />and CSAH 21 intersections. These improvements are tentatively scheduled for 2025. <br /> <br />Staff Comments: <br /> <br />1. Private streets shall be a minimum of 26 ft wide back to back. <br />2. Private streets shall not exceed 300 ft in length. <br />3. Townhome driveway lengths shall be a minimum 25ft. <br />4. Townhome driveways shall not exit directly onto the local public street. <br />5. Sidewalk shall be installed on the east side of the local public street. <br />6. A traffic study shall be required. <br />7. A noise study shall be required.
