4 <br /> <br /> <br />The sandy, well drained areas offer the potential for stormwater infiltration, provided <br />groundwater separation requirements can be met. <br /> <br />Rare, Unique, or Significant Resources <br /> <br />Rare plants and animals have been observed in or near the project area in the past. A <br />rare plant and animal survey must be completed. <br /> <br />These surveys may lead to additional requirements to avoid/minimize impact and <br />facilitate protection for any rare, endangered, threatened, or special concern species. <br /> <br />Stormwater Management <br /> <br />Wilkinson Lake is identified as an impaired water by the MPCA for excess nutrients. The <br />project provides the opportunity to eliminate agricultural runoff from the site and <br />create stormwater management systems that improve water quality entering the lake. <br />The city is already working with VLAWMO and the North Oaks Companies to prepare a <br />feasibility regarding possible stormwater bmp’s on adjacent property, stormwater reuse <br />potential and the use of smart irrigation controllers. <br /> <br />The concept plan includes four stormwater ponds. A stormwater management plan <br />must be submitted at the Preliminary Plat phase. Larger ponds are proposed running <br />parallel to the wetland area along the west side of the “built” area. This will allow for <br />treatment prior to discharge into the adjacent wetland complex. <br /> <br />Existing drainage flows from east to west. There is significant elevation change from the <br />east side of the site to the west. Opportunities exist to incorporate a stormwater <br />treatment train that filters and treats stormwater runoff as it flows through the site. <br />Any opportunities to incorporate natural treatment systems into the site should be <br />encouraged. Options for infiltration should be evaluated and used where practicable. <br /> <br />Use of stormwater for irrigation purposes for the site should be evaluated and if feasible <br />required as part of site development. <br /> <br />Flood Plain <br /> <br />The area around Wilkinson Lake falls within a Zone A floodplain. This is an area where <br />the 100-year flood elevation has been determined by approximate means. No buildings <br />are proposed to be in the floodplain area. <br /> <br />Grading and construction of storm water management best management practices <br />(BMP’s) are permissible with the flood plain. Any filling of flood plain will require <br />mitigation and FEMA approval.
