5 <br /> <br /> <br />Shoreland District <br /> <br />The subject property is located within the Shoreland Management Overlay District of <br />both Wilkinson Lake and Amelia Lake. Shoreland Districts extend 1,000’ from the <br />Ordinance High Water Level of the water body. Both lakes are classified as Natural <br />Environment lakes. Natural Environment Lakes are generally small, often shallow lakes <br />with limited capacities for assimilating the impacts of development and recreational <br />use. <br />City Code Section 1102.13 details additional Shoreland Planned Unit Development (PUD) <br />requirements. PUD development allows the City and developer to work in partnership <br />to achieve creative conservation design elements that preserve open space, and unique <br />natural features and resources. <br /> <br />For purposes the Environmental Boards review priority considerations should be given <br />to: <br /> <br />1) amount of open space (50% minimum). The concept plan proposes 77%, <br />including both wetland and upland. <br /> <br />2) Building heights (36’ maximum). Maximum building height is proposed to be up <br />to 40 feet in height, for the 3 story buildings along Ash Street. The maximum <br />building height is proposed at 48 feet in height, at the mid rake for the 4-story <br />building (senior building) located on the west of the site. <br /> <br />3) Increased building setbacks from the Lake (150’ minimum). The concept shows <br />approximately 440’ from Wilkinson and over 500’ from Amelia. For comparison <br />City Hall is approximately 400’ from the OHWL of Marshan Lake. <br /> <br />4) Amount of impervious surface (35% maximum). <br /> <br />Wetlands <br /> <br />The Vadnais Lakes Area Water Management Organization (VLAWMO) administers the <br />Wetland Conservation Act (WCA) for this area. Any wetland impacts will need to be <br />approved by VLAWMO. Wetlands preserved on site will need to meet VLAWMO and <br />City buffer requirements. <br /> <br />There are three wetlands identified on site. Wetland 1 (33.51 acres) borders Wilkinson <br />Lake and is a within a Wetland Management Class of Manage 1. The Manage 1 <br />classification includes higher quality wetlands that meet certain characteristics <br />regarding diversity and wildlife habitat. The primary management goal would be to
