Haywood Drive is identified as a minor collector road in the Transportation Plan and provides a
north -south corridor from CSAH 14 (Main Street) to eventually Pine Street. All proposed street
right-of-way widths are 60ft and the paved surface appears to be 32ft wide.
The connection of Street C to Andall Street shall be evaluated. Arena Acres was platted in 1981
and a 60ft wide Outlot B was platted for future road connection to the east. This outlot is
owned by the City. The extension will connect the neighborhoods and transportation system.
This standard transportation practice has been implemented throughout the City such as the
Saddle Club connection to Fox Road and the St. Clair Estates connection to Hokah Drive and
Sioux Lane.
The Andall Street connection is supported by Lino Lakes Public Safety -Police Division and Fire
Division in order to provide faster and more direct emergency response to the entire area. The
connection is also supported by Public Works to provide better efficiency for street
maintenance and snow plowing.
This street connection is further supported by the following City Code Sections:
§ 1001.096 LAND REQUIREMENTS.
(2) Proposed subdivisions shall be coordinated with surrounding properties and/or
neighborhoods so that the city as a whole may develop efficiently and harmoniously.
§ 1001.100 STREETS AND ALLEYS.
(3) Streets, continuous. Except for cul-de-sacs, streets shall connect with streets already
dedicated in adjoining or adjacent subdivisions or provide for future connections to adjoining
unsubdivided tracts, or shall be a reasonable projection of streets in the nearest subdivided
tracts. The arrangement of thoroughfares and collector streets shall be considered in their
relation to the reasonable circulation of traffic, to topographic conditions, to runoff of storm
water, to public convenience and safety, and in their appropriate relation to the proposed uses
of the area to be served.
Staff Comments:
1. The maximum length of a cu-de-sac shall be 500 feet, measured from the centerline of the
street of origin to the end of the right-of-way.
a) Street B shall be evaluated.
2. A temporary turn around will be required at the north end of Street A.
3. A traffic study shall be required.
4. Trails and sidewalks shall be incorporated throughout the development.
Easements
11
