West R, Rural Agriculture Medium Density <br />Comprehensive Plan <br />Land Use <br />The 76 acre site has multiple land use designations per the City's 2040 Comprehensive Plan: <br />medium density, high density, and signature gateway. The areas are not intended to be strict <br />land use and density boundaries but should be considered somewhat flexible in order to <br />accommodate development. <br />Per the 2040 Comprehensive Plan, the site is located in Planning District 4. The Comprehensive <br />Plan states: <br />Land Use <br />• A gateway should be planned at the intersection of Centerville Road and <br />County Road J (Ash Street). <br />The Lino Lakes Gateway Planning guide was prepared in June 2024 and includes this area. <br />Financing is now needed to implement the plan. <br />• Planning District 4 includes one area designated Signature Gateway Area <br />(Centerville Road/County Road J). <br />o This site is located at the intersection of two county roads, near an <br />1-35E interchange. The site is expected to develop as an extension of the multi -family and <br />commercial development south of the municipal boundary in the City of North Oaks. <br />Approximately 80 percent of the area is expected to accommodate residential development at <br />8.0 to 10.0 units per acre. The City Council may allow up to 15 units per <br />acre for projects that meet specific city housing goals. <br />It is important to note the 80120 percent residential/commercial mix is related only to the 24 <br />acres of land guided for Signature Gateway. These 24 acres could support 4.8 acres of <br />commercial development (24 acres x 20% = 4.8 acres.) The proposed Wilkinson Waters <br />development includes 4.1 acres of commercial which is consistent with the 2040 Comprehensive <br />Plan. <br />Infrastructure & Public Facilities <br />• Recommended sanitary sewer improvements in this area are based on <br />4 <br />
