Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 7:47 p.m. <br />2. Closed Meeting <br />Mayor Rafferty announced that the meeting would be closed for labor negotiations, <br />pursuant to Minnesota Statutes §13D.03. The meeting was recorded as required. <br />3. Labor Negotiations <br />The City Council discussed labor negotiations. <br />4.
