11 <br />1. Standard drainage and utility easements at least 10 feet wide shall be provided <br />along all lot lines. <br />2. Drainage and utility easements shall also be dedicated over stormwater <br />management facilities. <br />3. Conservation easements and wetland buffers shall be required over wetlands, <br />ditches, and greenway corridors. <br /> <br />Stormwater Management and Erosion and Sediment Control <br /> <br />The concept plan shows ten (10) stormwater ponds throughout the development. They <br />are part of the multi-purpose greenway corridor incorporating trails, stormwater <br />management, floodplain, ditches, and open space. <br /> <br />Public Utilities <br /> <br />Public water, sanitary, and storm sewer utilities will be installed within the <br />development. <br /> <br />The site is in Sanitary Sewer District 3 (Sub-district 3H). Flow from these areas, including <br />that from Centerville, is collected along East Cedar Street and conveyed east to MCES <br />Meter M220 and Gravity Interceptor 802325. <br /> <br />The site is in Utility Staging Area 1A (2018-2025) and 1B (2025-2030). By resolution, the <br />Council may move the parcels from Stage 1B (2025-2030) to Stage 1A (2018-2025). <br /> <br />Per the City Engineer’s Memo, the City’s water supply system well firm capacity is <br />currently constrained by poor water quality in some wells, the White Bear Lake court <br />orders and ongoing litigation, and annual variability in water use due to drought and <br />other factors. Based on the water supply capacity and well trigger analysis completed in <br />April 2024, the city may need to add an additional well to accommodate this <br />development or the development may be deemed premature. The City is currently <br />working through this process with MNDNR. <br /> <br />The site provides opportunity to implement a stormwater reuse system for irrigation <br />purposes. The system should be evaluated and implemented to the extent feasible to <br />offset the use of municipal water for irrigation. <br /> <br />Staff Comments: <br /> <br />1. The water supply issue needs to be addressed prior to PUD Preliminary <br />Plan/Preliminary Plat submittal. <br /> <br />Yield Plan <br />
