Motion seconded by Mr. Kohler. <br />The public hearing was closed at 6:46 p.m. <br /> <br />Mr. Root agreed with Mr. Laden and reiterated they were bound by the comp plan but <br />said it does get revised at times and it is something they will consider during the <br />revision. <br /> <br />Mr. Laden moved to approve the preliminary plat and variance subject to conditions <br />listed in the staff report. Motion seconded by Mr. Wipperfurth. Motion carried 7-0. <br /> <br />B. Public Hearing: Colonial Woods Comprehensive Plan Amendment <br /> <br />Ms. Kendra Lindahl, Planning Consultant with Landform, presented the staff report. <br /> <br />The City of Lino Lakes has initiated a Comprehensive Plan Amendment for land located <br />east of Hodgson Road, north of 62nd Street North and south of Birch Street. The area is <br />an existing residential neighborhood with 29 homes known as Colonial Woods. Many of <br />the property owners petitioned for the extension of sewer service, which requires a <br />comprehensive plan amendment, as part of the City’s proposed street reconstruction <br />project. The 2040 Comprehensive Plan includes a Full Build Land Use Plan and a 2040 <br />Land Use plan. The Full Build plan guides the area as low density residential, and the <br />2040 Future Land Use plan shows the area as Urban Reserve. To provide sanitary sewer, <br />the 2040 Land Use plan will need to be amended to match the Full Build Land Use Plan. <br />The 2040 Utility Staging Plan also needs to be amended to change from Stage 3 Planned <br />Service Area to Stage 1A Planned Service Area. <br /> <br />Mr. Evenson requested more information on the Metropolitan Council’s formula for <br />calculating compliance with regional density. Ms. Lindahl explained the Met Council, <br />when completing the comprehensive plan, regulates regional sewer systems and ensure <br />they are cost effective by using land density. Met Council then establishes a minimum <br />density that is intended to ensure efficient use of the sanitary sewer system. There is a <br />three acre per unit minimum that needs to be met on average across the community <br />during development. The formula changes every ten years and some parcels are <br />exempt. She said it requires them to submit to the Met Council even though they do not <br />have the approval authority. They do have the authority however, to ensure it is <br />compliant with the regional system policies. <br /> <br />Mr. Root opened the public hearing at 6:54 p.m. <br /> <br />No public comments were made. <br />
