The <br />public hearing was closed at 6:55 p.m. <br /> <br />Mr. Laden inquired what the cost was per property for sewer and water connection. <br />Ms. Hankee said the initial capital cost is $18,000 per residence. They do not have to <br />connect initially, but if they choose to connect there are additional connection fees. Ms. <br />Hankee said the average connection fee is $7,500 per property. Met Council has a <br />$2,500 fee due to our sewer system flowing into theirs, so that is $10,000 total. There is <br />also an additional connection fee of approximately $7,500 for the neighborhood <br />connection. These costs can be assessed to the property for 15 years at 5%. <br /> <br />Mr. Vojtech asked if anyone was against the extension. Ms. Hankee said there were two <br />that had new systems who were not in favor. She said there is a petition process, but <br />they did not receive a valid 51% against the project. Mr. Vojtech asked if a residence is <br />put on City water and sewer on a one-acre lot, would they be able to subdivide from 1.7 <br />to 3 per acre. Mr. Grochala said they could but the City is not providing additional <br />services for future subdivisions. Mr. Evenson asked if residents were notified. Mr. <br />Grochala said there was a feasibility study completed and a public hearing that was <br />held. He also added in this case there were two open houses. He said when the <br />assessment is adopted, the residents will receive another round of notifications. <br /> <br />Mr. Wipperfurth asked when bringing the utilities in, if there are additional fees from <br />the right of way to the residence. Ms. Hankee confirmed that it would be an additional <br />cost but added it would be around the same amount if they needed a new system. Ms. <br />Guthmueller asked if a resident’s system is not failing, could they still hook up to City <br />water and sewer. Mr. Grochala stated they could. He said typically before extending <br />into an area that is lower than our typical sewer density, council usually wants to <br />demonstrate there is a reason for doing that. Some either have a failing system or non- <br />compliant and do not meet the groundwater separation so those requirements are <br />generally satisfied for the area. <br /> <br />Mr. Vojtech moved to approve the Comprehensive Plan Amendment subject to <br />conditions listed in the staff report.
