Per Figure 10-2: Neighborhood Service Areas of the 2024 Comprehensive Plan, the <br />development is within the neighborhood service area of North Pointe Park. The greenway <br />system extends through the site and a proposed trail connection is required from the existing <br />trail in North Pointe Park to CSAH 54 (201h Avenue) and CSAH 34 (Birch Street). <br />Staff Comments: <br />1. Trail corridor options shall be explored per the attached Public Services Director/Park <br />Board memo. <br />2. If a trail is constructed along the wetland, a connection shall be made between Lot 8-9, <br />Block 1 to the street. <br />3. Trail corridors should be a minimum 20 feet in width above the high water level. <br />Tree Preservation and Landscaping <br />A Tree Preservation Plan and Landscape Plan in compliance with Section 1007.043(17), <br />Required Screening, Landscaping and Buffer Yards shall be submitted with the preliminary plat <br />application. <br />Staff Comments: <br />1. A landscaping screen and minimum 15 ft wide buffer will be required along the I-35E. <br />2. A noise study will be required with the preliminary plat. <br />3. Berm and/or any noise mitigation requirements shall be measured from side or rear <br />yard ground elevations to top of berm or fence. <br />EQB Environmental Review <br />An Environmental Assessment Worksheet is not mandated. The 58 lot, unattached residential <br />units are under the 250 unattached unit threshold required for a mandatory EAW. <br />Wetlands <br />The site includes 28 acres of wetland and a 30 ft wide buffer is provided. An approved wetland <br />delineation will be required. The applicant will need to work with VLAMWO for Wetland <br />Conservation Act regulations. <br />Floodplain <br />The 2015 FEMA Floodplain Map indicates Zone A flood plain over a majority of the wetlands on <br />site. <br />Staff Comments: <br />
