The City's water supply system well firm capacity is currently constrained by poor water quality <br />in some wells, the White Bear Lake court orders and ongoing litigation, and annual variability in <br />water use due to drought and other factors. Based on the water supply capacity and well <br />trigger analysis completed in April 2024, the city may need to add an additional well to <br />accommodate this development or the development may be deemed premature. The City is <br />currently working through this process with MNDNR. <br />The site provides opportunity to implement a stormwater reuse system for irrigation purposes. <br />The system should be evaluated and implemented to the extent feasible to offset the use of <br />municipal water for irrigation. <br />Staff Comments: <br />1. The water supply issue needs to be addressed prior to preliminary plat submittal. <br />2. A Comprehensive Plan Amendment is required to amend the utility staging areas. <br />Yield Plan <br />Initial staff meetings with the developer indicated the possible need for PUD, Planned Unit <br />Development zoning to allow for lot width and lot depth flexibility. As required per City Code <br />Section 1001.026(4) for a PUD, the applicant submitted the attached yield plan. The yield plan <br />shows the maximum number of dwelling units that would be permitted given the minimum lot <br />size and lot widths for conventional subdivisions and other requirements of the Lino Lakes <br />Zoning and Subdivision Chapters. <br />After review, it appears both the 60 lot Yield Plan (60 ft wide lots) and the 58 lot Concept Plan <br />(65ft wide lots) meet the minimum R-2, Two Family Residential zoning requirements; therefore, <br />PUD rezoning and yield plan are not needed. <br />Phasing Plan <br />A phasing plan was not submitted but it is anticipated that the development would be built in <br />one (1) phase. <br />Traffic Study <br />A traffic study is required at the time of preliminary plat submittal. <br />Staff Comments: <br />1. The applicant shall work with Anoka County Highway Department regarding access and <br />turn lanes on CSAH 54 (20t" Avenue). <br />Parks, Greenways and Trail Plan <br />
