g. Stormwater Utility <br />Mayor Rafferty provided an overview of the Stormwater Utility history and the <br />purpose of the funds. The Charter Commission and Council discussed funding <br />options related to stormwater utilities and regulations surrounding stormwater <br />management. <br />h. Other Questions for Council or Charter Commission <br />The Charter Commission Chair stated that she asked that this agenda item be <br />added as a time for the Council to ask any questions of the Charter Commission <br />as the Commission had set forth a series of questions for discussion this evening <br />as part of the regular agenda. <br />Mayor Rafferty thanked the Chair for the opportunity and confirmed with the <br />Council that there were no additional questions outside of the agenda items <br />already discussed. <br />5. Charter Commission Old Business <br />The Charter Commission provided approval of the Charter Commission January 9, 2025, <br />minutes as presented. <br />6. Charter Commission New Business <br />The Charter Commission Chair presented the Yearly Letter to the Judge, outlining <br />Charter Commission activities in 2024, to the Charter Commission, prior to submitting to <br />the Judge as required. <br />7.
