Planning & Zoning Board <br />April 9, 2025 <br />Page 5 <br />Mr. Root asked about alternatives to building a road and who would be paying for the <br />road. Ms. Hankee explained that the public safety department had concerns about using <br />a walking path as opposed to a full access road. Mr. Grochala stated the developer <br />would be paying for the road connection. <br /> <br />Mr. Vojtech believes it should just be an emergency access road. Mr. Wipperfurth is in <br />favor of the road connection. Mr. Laden also is in favor of the road connection. Ms. <br />Guthmueller believes there needs to be further discussion regarding road access but <br />understands that public safety believes the road is necessary. <br /> <br />Mr. Root reiterated that the concerns of the residents are taken into consideration, that <br />Public Safety recommends the road be constructed to provide better access to both <br />neighborhoods and would be a good connection between both neighborhoods. <br /> <br />Mr. Laden moved to approve the preliminary platsubject to the conditions listed in the <br />staff report and maintaining City garage standards and a 24 foot road connection with <br />Andall for emergency access only. Motion seconded by Mr. Vojtech. Motion carried 5-1. <br /> <br />B. Public Hearing: WilkinsonWaters Comprehensive Plan Amendment, Rezoning, and <br />PUD Preliminary Plan <br /> <br />Ms. Larsen presented the staff report. <br /> <br />The applicant, Wilkinson Waters LLC, is proposing a master planned development <br />located onNorth Oaks Company Inc. property south of County Road J/Ash Street/CSAH <br />32, west of Centerville Road/CSAH 21 and north of Wilkinson Lake Boulevard. The <br />development contains 4 parcels totaling approximately 76 gross acres and consists of <br />mix of 340-unit residential housing types and commercial development. The proposed <br />development is called Wilkinson Waters. <br /> <br />Mr. Wipperfurth had questions about when the trail will be built in this development. <br />Ms. Larsen stated that they would like to see that during phase one or phase two. Mr. <br />Wipperfurth wanted to know how many garages entrances would be available to the <br />apartment complex residents. Ms. Larsen stated there would be two garage entrances <br />per building. <br /> <br />Mr. Kohler wanted to know if the height for the senior center was always four stories. <br />Ms. Larsen stated it was always four stories. Mr. Laden had concerns about the height of <br />the senior center. <br /> <br /> <br />
