Planning & Zoning Board <br />April 9, 2025 <br />Page 6 <br />Ms. Guthmueller would like a better understanding of what a gateway is. Ms. Larsen <br />explained that this would be a major roadway that enters the city. This area would be <br />considered a signature gateway. <br />Mr. Root had questions regarding setbacks in the parking lot, and the potential of <br />moving it closer to the building. Mr. Root also had concerns about whether Public Safety <br />could handle a fire on a four-story building. <br /> <br />Mark Houge, North Oaks, was available for questions. <br /> <br />Mr. Wipperfurth had questions regarding expanding the park. Mr. Houge stated they <br />are working to preserve the wetlands and would like to expand the park at the start of <br />construction. Mr. Wipperfurth is concerned that there will be light pollution regarding <br />the ramp to the apartment complex underground parking. <br /> <br />Mr. Root opened the public hearing at 10:01 p.m. <br /> <br />Al Sagdalen, 1601 Ash Street, had concerns about the land being raised. Mr. Sagdalen <br />also had concerns about the traffic increase to the area. <br /> <br />Noelle Roden, 1603 Ash Street, had concerns about how close the apartment complex <br />will be to her property. Ms. Roden finds the removal of trees is concerning. Ms. Roden is <br />also curious about the access to the park, parking for park, and access to bathrooms for <br />the park. Ms. Roden had concerns about the width of the trail regarding Ash Street. <br /> <br />Mr. Wipperfurth moved to close the public hearing. Motion seconded by Mr. Kohler. <br />The public hearing was closed at 10:05 p.m. <br /> <br />Mr. Root would like to know what side of the street the trail is being proposed on. Mr. <br />Root would like to address the building size and how close they are to the existing <br />neighborhood. Mr. Root would also like to address that diversity is important and that <br />access to studio apartments would allow for opportunities. <br /> <br />Mr. Wipperfurth does not agree with the new plan and believes there are still changes <br />to be made. <br /> <br />Mr. Kohler moved to approve the comprehensive plan amendment, rezoning and PUD <br />preliminary plan subject to conditions listed in the staff report and further research into <br />headlights regarding the parking garage. Motion seconded by Mr. Laden. Motion carried <br />4-2. <br /> <br />C. Public Hearing: Rehbein Black Dirt Interim Use Permit <br /> <br />
