A Tree Preservation Plan and Landscape Plan in compliance with Section 1007.043(17), <br />Required Screening, Landscaping and Buffer Yards shall be submitted with the preliminary plat <br />application. <br />Staff Comments: <br />1. A landscaping screen and minimum 20 ft wide buffer will be required along the 201n <br />Avenue S. <br />2. A noise study will be required with the preliminary plat. <br />3. Berm and/or any noise mitigation requirements shall be measured from side or rear <br />yard ground elevations to top of berm or fence. <br />EQB Environmental Review <br />An Environmental Assessment Worksheet is not mandated. The 38 unattached units and 52 <br />attached units are under the threshold required for a mandatory EAW. <br />Wetlands <br />The site includes 2.2 acres of wetland. The wetlands are not within the Wetland Management <br />Corridor. Ten (10) ft wide buffers are provided. It appears there will be some wetland impacts. <br />An approved wetland delineation and mitigation plan will be required. The applicant will need <br />to work with RCWD for Wetland Conservation Act regulations. <br />Floodplain <br />The 2015 FEMA Floodplain Map indicates Zone A flood plain on site. The concept plan shows a <br />floodplain mitigation area in the southwest corner of the development. <br />Staff Comments: <br />1. Any floodplain impacts are subject to City requirements per City Code Chapter 1103. <br />2. A Base Flood Elevation is required to be determined, using detailed methods acceptable <br />by the Federal Emergency Management Agency (FEMA). <br />3. A FEMA CLOMR and LOMR may be required for development if there are floodplain <br />impacts. <br />Additional City and Government Agency Review Comments <br />Anoka County <br />Anoka County Highway Department comments are in the attached email. <br />School District <br />10 <br />
