West R, Rural Agriculture Medium Density <br />Comprehensive Plan <br />Comprehensive Plan Amendment <br />The site contains 4 parcels totaling approximately 76 gross acres and has 3 land use <br />designations: medium density, high density, and signature gateway. One parcel (PID# 34-31-22- <br />44-0008) will be re -guided from high density to signature gateway. See attached Existing Land <br />Use Plan and Proposed Land Use Plan. <br />Per the City's 2040 Comprehensive Plan, the areas are not intended to be strict land use and <br />density boundaries but should be considered somewhat flexible to accommodate development. <br />The Met Council requires a formal comprehensive plan amendment to adjust the land use <br />boundaries. <br />The proposed amendment slightly increases the allowed number of housing units; however, the <br />proposed development of 340 units falls within both ranges. <br />Existing Comp Plan <br />Proposed Comp Plan <br />Range of Allowed # of <br />234 to 404 <br />252 to 467 <br />Housing Units <br />The Comprehensive Plan Amendment was mailed on March 18, 2025 to affected jurisdictions <br />for their review and comment. The 60 day comment period ends May 17, 2025. <br />At the April 9, 2025 Planning & Zoning Board meeting, Board Member Guthmueller asked what <br />the definition of Signature Gatewav is. Page 3-10 of the 2040 Comprehensive Plan states: <br />"Signature Gateway <br />This Land Use Plan identifies 73 acres for Signature Gateway development, which accounts for <br />0.5% of the city's total land area (net of wetlands and water bodies). The Signature Gateway <br />District is reserved for high visibility, high traffic corridors serving as an entrance to the <br />Community. The district allows residential at a density of 8.0 to 10.0 units per acre with 15 units <br />per acre allowed if the project meets the City's housing goals. The district allows for <br />development of multiple complementary uses on a single site including a combination of higher <br />density residential, commercial services, and employment opportunities. This district <br />incorporates planning parameters estimating the ratio of the residential and commercial mix. <br />These ranges are flexible and may change based on a specific development Droposal." <br />5 <br />
