Planning District #4 further details this areas Signature Gateway Area. <br />Planning District #4 <br />Per the 2040 Comprehensive Plan, the site is located in Planning District 4. The Comprehensive <br />Plan states: <br />Land Use <br />• A gateway should be planned at the intersection of Centerville Road and <br />County Road J (Ash Street). <br />The Lino Lakes Gateway Planning guide was prepared in June 2024 and includes this area. <br />Financing is now needed to implement the plan. <br />• Planning District 4 includes one area designated Signature Gateway Area <br />(Centerville Road/County Road J). <br />o This site is located at the intersection of two county roads, near an <br />1-35E interchange. The site is expected to develop as an extension of the multi -family and <br />commercial development south of the municipal boundary in the City of North Oaks. <br />Approximately 80 percent of the area is expected to accommodate residential development at <br />8.0 to 10.0 units per acre. The City Council may allow up to 15 units per <br />acre for projects that meet specific city housing goals. <br />It is important to note the 80120 percent residential/commercial mix is related only to the 45 <br />acres of land guided for Signature Gateway (based on the proposed Comp Plan Amendment). <br />These 45 acres could support 9 acres of commercial development (45 acres x 20% = 9 acres.) The <br />proposed Wilkinson Waters development includes 5 acres of commercial which is consistent <br />with the 2040 Comprehensive Plan. <br />Infrastructure & Public Facilities <br />• Recommended sanitary sewer improvements in this area are based on <br />connecting to the White Bear Township sewer in Centerville Road. Local sewers will discharge <br />to at least two lift stations which will pump by force main to the White Bear Township facility. <br />• The White Bear Township trunk sewer, constructed in the late 1980's, has capacity to <br />serve portions of North Oaks and Lino Lakes in addition to White Bear Township's <br />needs. North Oaks, by written agreement with White Bear Township, has purchased the <br />right to use some of this capacity. The agreement has been modified, and North Oaks <br />11 <br />
