has made additional payments to the township as North Oaks' service needs have <br />increased. A review of the current utilization of this facility indicates that there is still <br />capacity available to serve at least a portion of the projected development in District 4. <br />However, no formal agreement exists between Lino Lakes and White Bear Township. It <br />is recommended that the city commence negotiations with White Bear Township to <br />secure the right to discharge to this facility. <br />Negotiations are in process to include both sanitary sewer and water supply. <br />• Pursue a full interchange at 1-35E and County Road J (Ash Street). <br />Ramsey County is finalizing design for the 1-35E and CR J (Ash St) Interchange with construction <br />proposed for Summer of 2025. <br />• Work with Anoka County and Ramsey County to ensure appropriate <br />access management on County Road J (Ash Street). <br />MnDOT, Anoka County, Ramsey County, and adjacent communities have worked jointly on <br />roadway and access management improvement plans and financing for the 1-35E interchange <br />and CSAH 32 and CSAH 21 intersections. Anoka County is designing the Ash Street (CSAH 32) <br />and CSAH 21 (Centerville Road) improvements with construction proposed for Summer of 2026. <br />Density <br />For this development, density requirements are regulated by both the 2040 Comprehensive <br />Plan and City Chapter 1102: Shoreland Management Overlay. Where the requirements are <br />more or less restrictive, the more restrictive standards shall apply. In this case, it appears the <br />2040 Comprehensive Plan density requirements are more restrictive and shall be applied. <br />• 2040 Comprehensive Plan <br />See attached Land Use and Density Plan.
