CITY COUNCIL <br />STAFF REPORT <br />AGENDA ITEM S.D. <br />STAFF ORIGINATOR: Dan L'Allier, Fire Chief <br />MEETING DATE June 23, 2025 <br />AGENDA ITEM: Consider Approval to Offer Healthcare Benefits to Firefighters <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />The City Council is being asked to authorize offering healthcare benefits to firefighters working <br />over 30 hours per week. <br />BACKGROUND <br />During the June 4, 2025 Special Work Session, staff presented the City Council with information <br />regarding requirements set forth in the Affordable Care Act (ACA) that requires employers to <br />offer healthcare benefits to employees regularly working over 30 hours per week. Meeting the <br />ACA requirements allows the City to use the Fair Labor Standards Act (FLSA) firefighter <br />exemption. The FLSA exemption allows firefighters to work 53 hours a week during a 28-day <br />work cycle. <br />RECOMMENDATION <br />Staff recommend approval to offer healthcare benefits to firefighters working over 30 hours per <br />week. <br />ATTACHMENTS <br />None <br />Page 97 of 142 <br />
