18 <br />L10 is the level exceeded 10% or 6 minutes of an hour. L50 is the level exceeded 50% or <br />30 minutes of an hour. <br /> <br />Predicted daytime L10 levels at living units closest to the highways are below the 65 dBA <br />daytime residential standard. <br /> <br />Predicted nighttime L10 levels at living units are slightly above the nighttime standards <br />in 2026 but 4 to 5 dBA above the standards in 2040. However, residential land uses can <br />be brought into compliance with state rules if appropriate STC rated windows are <br />installed. An analysis of exterior facades shows that STC 28 will comply with the <br />standards for most rooms although several models with extensive glazing may require <br />STC 30 glazing to comply with the standards. <br /> <br />Staff Comments: <br /> <br />1. All single family and townhome unit windows, patio doors, etc. adjacent to 20th <br />Avenue (CSAH 54) shall be constructed in such a way that the exterior to interior <br />sound level attenuation is at least 30dB(A) as detailed in the noise study. <br />a. Window areas shall require a minimum STC 30 glazing. <br /> <br />Parks, Greenways and Trail Plan <br /> <br />The Park Board reviewed the PUD Preliminary Plan/Preliminary Plat on July 7, 2025. <br />Comments were not available at the time this staff report was prepared but will be <br />presented at the Planning & Zoning Board meeting. <br /> <br />Figure 10-2 of the 2024 Comprehensive Plan identifies the need for a future <br />Neighborhood Park Area F centrally located within the service area. The proposed <br />development includes 5.37 acres of public park and paved trails. A mowed/turf trail is <br />also proposed in the southeast quadrant of the site. The trails are located adjacent to <br />the wetlands, stormwater ponds and open space creating a multi-functional greenway <br />corridor. <br /> <br />Peltier Lake Drive will be relocated to the east and serve as the north-south street <br />connection. The public right-of-way will remain and a trail installed to provide public <br />enjoyment of the lake amenity. <br /> <br />Staff Comments: <br /> <br />1. Only land that is reasonably suitable for park use and location shall be credited <br />for parkland dedication. <br />2. A trail shall be constructed along CSAH 54 (20th Ave N.) from Rehbein Street to <br />Watermark Way.
