20 <br />EQB Environmental Review <br /> <br />The development is in the I-35E Corridor Alternative Urban Areawide Review (AUAR) <br />which was completed in 2005 and subsequently updated through 2020. The 2025 <br />update is currently in process. All development within the study area must comply with <br />the AUAR mitigation plan. Additional information as noted in this staff report is required <br />to determine compliance. <br /> <br />Wetlands <br /> <br />Per the April 17, 2025 wetland replacement application, there are nineteen (19) <br />wetlands totaling 15.58 acres on the project site. A majority of the wetlands (13) are <br />shown within the currently farmed area of the parcel. These wetlands are considered <br />degraded and have a lower biological value. There are 1.47 acres of wetland impacts <br />that will be mitigated via wetland bank credits. <br /> <br />Only Wetlands 14, 15, 16, and 17 in the southeast quadrant require Wetland <br />Management Corridor (WMC) minimum 50ft wide buffer with site development. This <br />has been provided (10 acres). Additional conservation easements/buffers (15 acres) are <br />provided around the other wetlands and stormwater ponds. Total protected public open <br />space is 25 acres. Protected Open Space Area signage will also be installed. <br /> <br />Staff Comments: <br /> <br />1. Conservation easements and wetland buffers shall be recorded over the <br />applicable open space outlots. <br /> <br />Floodplain <br /> <br />The 2015 FEMA Floodplain Map indicates Zone A flood plain over the large wetland on <br />the south side of the site. The Base Flood Elevation (BFE) is 887.7. There are no <br />floodplain impacts. <br /> <br />Staff Comments: <br /> <br />1. The Base Flood Elevation shall be shown on the preliminary plat. <br /> <br />Additional City and Government Agency Review Comments <br /> <br />• Anoka County Highway Department comments are provided in the attached <br />letter. <br />• Lino Lakes Police Department reviewed the development and had no public <br />safety concerns.
