<br />To: Katie Larsen, City Planner <br />From: Tom Hoffman, Environmental Coordinator <br />Date: June 25, 2025 <br />Re: Environmental Comments – Peltier Ponds <br />Environmental Board had recommended the following at their June 25, 2025 meeting: <br /> <br /> <br />1. Provide increased buffer widths around wetland where the trail is going past <br />these locations. Buffers should be extended throughout the park land to provide <br />pretreat of runoff before discharging to the wetlands. <br />a. Show buffers in between the trail and existing channel shown on the <br />proposed plans. <br />b. All wetlands should be included in conservation easements. <br />c. This area is included in the RCWD wetland corridor plan. With future <br />submittals impacts and mitigation of wetlands will be required. <br />i. Wetlands falling within the wetland corridor will require 50’ <br />buffers <br /> <br />2. The project will disturb more than an acre of soil and will be required to obtain <br />an NPDES permit. Proof of permit shall be required before construction. <br /> <br />a. A SWPPP shall be required in additional submittals as required by the <br />MPCA meeting sections 5.2-5.26 <br />b. Final erosion and sediment control will be reviewed with future <br />submittals <br />c. Plans show rock construction entrance in the legend. Does not appear to <br />be shown on the plan sheet. Call out the location on the plans. <br />d. Redundant perimeter control will be required around all wetlands onsite <br />where a 50’ natural buffer cannot be maintained during construction. <br />Redundant perimeter control should be spaced 3-5’ apart. <br />Environmental Memo
