<br />Ms. Katie Larsen <br />9/3/2025 <br />Page 6 <br />•Wetlands and Mitigation Plan <br />There are multiple existing wetlands within the Lake Amelia Woods project area. <br />The plans note that the wetland information was provided by Midwest Natural <br />Resources, Inc. and that field work was done between June and October of 2016. <br />The applicant is not proposing any permanent impacts to wetlands with this <br />project. <br />Comments: <br />1. Applicant shall show buffers for the wetlands as established by VLAWMO’s <br />MnRAM. <br />The 75FT buffer width is shown along Lake Amelia (Wetland A). <br />Wetland B is a Manage 2 wetland, which calls for a Base Buffer Width of 30 FT. <br />Although buffer slopes and soils may allow a narrower base width, we <br />conservatively assume that 30 FT is also the applied buffer width. This results in an <br />overall required buffer area of 25762 SF. Consistent with VLAWMO rules, the buffer <br />width for Wetland B was reduced in some areas (to no less than 15 FT, i.e., 50% of <br />the Base Buffer Width) and expanded in other areas (to no more than 60 FT, i.e. <br />200% of the Base Buffer Width) to accommodate site conditions. The resulting <br />proposed buffer area around Wetland B is 26240 SF, exceeding the area of habitat <br />protection corresponding to the Base Buffer Width. <br />Wetland D is a Preserve wetland, which calls for a Base Buffer Width of 75 FT. <br />Although buffer slopes and soils may allow a narrower base width, we <br />conservatively assume that 75 FT is also the Applied Buffer Width. Not considering <br />off-property area of the area protected separately within the shoreland impact zone, <br />this results in an overall required buffer area of 131578 SF. Consistent with <br />VLAWMO rules, the buffer width for Wetland D was reduced in some areas (to no <br />less than 37.5 FT, i.e., 50% of the Base Buffer Width) and expanded in other areas <br />(to no more than 150 FT, i.e. 200% of the Base Buffer Width) to accommodate site <br />conditions. The resulting proposed buffer area around Wetland D is 141952 SF, <br />exceeding the area of habitat protection corresponding to the Base Buffer Width. <br />Wetlands C and E are Manage 2 wetlands, which calls for a Base Buffer Width of <br />30 FT. Constant width (30 FT) buffers have been shown for both wetlands. <br />2.Show all proposed wetland buffer signs on plans (see preliminary plat) <br />•Landscaping <br /> Restoration and rain garden/basin plant listing is reviewed by the City’s Environmental <br />Coordinator. <br />•Floodplain <br />There is existing floodplain on Lake Amelia Woods along Amelia Lake. It is <br />identified as Zone AE with a base flood elevation of 910.2.
