a. Jim Keineth covers highlights from review. The group is very pleased with Chief <br />Streich and considers him a strong all round leader who is very analytical in his <br />approach to the challenges of his position. The standard 2% is suggested for <br />Chief Streich and other full time staff. A fire chiefs pay study was completed and <br />an additional $2500 annual increase is suggested for Chief Streich. <br />b. Jeff Carlson and Lino Lakes would like to do an actual pay study of his position. <br />He believes the 2% should allowed in January. <br />c. Motion by Runbeck to approve the 2% and complete a pay study to determine the <br />salary increase for Chief Streich. <br />i. 2 "d by Roeser <br />d. APPROVED <br />i. Nay Reinert and Wilharber <br />11. Discussion of joint powers agreement ,, <br />a. Reinert proposed a review of the governance formula for the fire district. He <br />feels Lino Lakes should have more voting power over the others as they <br />contribute nearly 70% toward the budget. <br />b. Reinert states that with the cities of Centerville and Circle Pines being built out <br />Lino Lakes stands to gain a higher percentage of the budget contribution and that <br />it would not be fair to the people of Lino Lakes to not have more say in the <br />financial matters. He noted he is happy with the fire district operation but is <br />concerned about the growth and would like a motion to discuss it. <br />c. Jim Keineth attempts to clarify; we are talking about the voting method for the <br />steering committee. <br />d. Motion by Roeser to discuss article 2.6 of the joint powers agreement. <br />i. 2nd by Reinert <br />e. Discussion follows the motion <br />i. Reinert states that if he files for separation of the district, a lot of <br />paperwork begins to start figuring out the division of assets; which he <br />felt would not be a bad idea. He stated the Joint Powers Agreement <br />states notice can only be given in the month of December in an odd year. <br />He would like for everyone to go back and discuss amongst themselves <br />and meet back in 30 days for a special meeting. Amend motion to come <br />back in 30 days to talk this through. Roeser is ok with the amendment. <br />Reinert adds that he would like it to say that governance should be more <br />reflective of the contribution. <br />ii. There was much discussion on the issue. <br />f. Revised motion by Roeser for everyone to return to councils and discuss options <br />or solutions to adjust article 2.6, Governance to be more reflective of the <br />contribution and reconvene within 30 days. <br />i. 2nd <br />by Reinert <br />ii.
