B. TRAFFIC SIGNAL:
The proposed intersection at 660 feet north of Main Street will have full access with
a signal system. The system will be interconnected with the signal system at Main
Street and Otter Lake Road. The timing of the signal installation will depend on
how much of the road is built and the amount of development. If State Aid funds
will be used for the installation or maintenance of the signal system, then a Signal
Justification Report will be necessary.
C. STORM SEWER AND STORM WATER TREATMENT IMPROVEMENTS:
The installation of the roadway will extend storm sewer pipe northerly to collect the
street runoff. The temporary ponding area will be removed and moved north. A
permanent location for a storm water facility will need to be identified.
D. SANITARY SEWER IMPROVEMENTS:
The proposed improvements for this area and the properties to the north will be
serviced by the Metropolitan Council's 27 -inch interceptor currently located at Main
Street and Elmcrest Avenue. Utility easements and a route for the pipe would be
obtained in conjunction with the subdivision of the property. Generally, the sanitary
line will run westerly to the full intersection located on Otter Lake Road at 660 feet
north of Main Street. The sanitary line will then go northerly within the Otter Lake
Road right -of -way for future service.
E. WATERMAIN:
The proposed improvements will connect to the 16 -inch watermain stub in
Phase No. 1, This is a trunk line for the City and the project will extend the 16 -inch
line to the north end of the new roadway. There will be 8 -inch watermain stubs
east and west for the developments at the signalized intersection. A hydrant will be
installed at the end of the watermain line for flushing and testing purposes.
F. RIGHT -OF -WAY AND EASEMENT ACQUSITION:
Acquisition of private property will be required to provide adequate right -of -way for
Otter Lake Road. Utility easements and a route for the sanitary pipe would be
obtained in conjunction with the subdivision of the property. Wetland replacement
Page 8 14817.004
