and mitigation areas, currently not determined, will require land acquisitions. <br />Further analysis of the storm water facilities may require additional acquisitions. <br />PHASE No. 3: <br />A. STREET IMPROVEMENTS: <br />The proposed street width will continue to be reduced down to the section that will <br />be the section for the rest of Otter Lake Road going north. The road width will be <br />43 feet with concrete curb and gutter. The concrete median will be eliminated once <br />the roadway has been reduced. The street section includes 11- inches of <br />bituminous pavement, 11- inches of Class 5 aggregate base, and 18- inches of <br />select granular borrow sub -base. A 32 -foot street connection will be made to <br />Heritage Parkway prior to connecting into Elmcrest Avenue. <br />Wetland impacts will occur within this area. Wetland replacement and mitigation <br />will be necessary. The location for the replacement and mitigation has not been <br />determined at this time. <br />B. TRAFFIC SIGNAL: <br />No traffic signals are proposed through this area. <br />C. STORM SEWER AND STORM WATER TREATMENT IMPROVEMENTS: <br />The installation of the roadway will require storm sewer pipes and facilities. <br />Analysis of the drainage system will be performed at the time this area is <br />constructed. <br />D. SANITARY SEWER IMPROVEMENTS: <br />The proposed improvements for this area and the properties to the north will be <br />serviced by the Metropolitan Councils interceptor currently located at Main Street <br />and Elmcrest Avenue. Utilities easements and a route for the pipe will need to be <br />further defined. Generally, the sanitary line will be located within the right -of -way. <br />E.
