<br />The City distributed the proposed comprehensive plan amendment to affected <br />jurisdictions for their 60 day comment period. Comments are due January 17, 2026. <br />Planning District #3 <br />Per the 2040 Comprehensive Plan, the site is in Planning District #3. The proposed 282 <br /> housing units meets the allowed the density range. The development’s overall net <br />density is 3.71 units per acre. <br />Growth Management Strategy <br /> Page 3-17 of the 2040 Comprehensive Plan details the City’s Growth Management <br /> Strategy. The strategy works in conjunction with the City’s utility staging plan. <br />The City will plan to accommodate an annual average of 230 units per year over each 5- <br />year phasing period not to exceed 345 units in any one year. From 2010 to 2024, the <br /> ’s average annual number of units is 123. This is less than the allowed 230 unit <br />annual allocation. <br />With existing projects underway, this project will be phased over multiple years to meet <br />growth management requirements. The Phasing Plan is detailed later in this report. <br />6 <br /> <br />
