<br /> The City Engineer’s memo contains a list of comments that need to be addressed. <br />Public Utilities <br />Public water, sanitary, and storm sewer utilities will be installed within the <br />development. <br />The site is in Sanitary Sewer District 3 (Sub-district 3H). Flow from these areas, including <br />that from Centerville, is collected along East Cedar Street and conveyed east to MCES <br />Meter M220 and Gravity Interceptor 802325. <br />The site is in Utility Staging Area 1A (2018-2025) and 1B (2025-2030). The City Council <br />will pass resolution to open Stage 1B (2025-2030). <br /> Per the City Engineer’s memo, the City’s water supply system well firm capacity should <br />meet or exceed its maximum day demand. This criteria is currently constrained by poor <br />water quality in some wells, the White Bear Lake court orders and ongoing litigation, <br /> and annual variability in water use due to drought and other factors. The City’s existing <br />firm capacity (excluding Well No. 2 due to poor water quality) is 4.38 million gallons per <br /> day (MGD). The City’s maximum day demand from 2015 to 2024 was 3.87 MGD. Near- <br />term development within the City is projected to increase the maximum day demand by <br />0.42 MGD, bringing it to 4.29 MGD. The City is actively pursuing Well No. 7 to increase <br />firm capacity, but it will likely not be in service until the fall of 2026. Based on the wide <br />annual variability in maximum day demand and its susceptibility to drought conditions, <br />the City will continue to monitor water demands and reserves the right to impose water <br />restrictions and to reevaluate water supply capacity prior to Peltier Phases 3 and 4. <br />The City has begun conversations with the Minnesota Department of Natural Resources <br />(DNR) about permitting Well No. 7 and is awaiting confirmation whether it can be <br />constructed at this time given the ongoing White Bear Lake litigation. <br />The site will implement a stormwater reuse system for irrigation purposes. <br />Staff Comments: <br />1.Based on projected water use, the initial phase of development can be <br /> accommodated by the City’s system prior to development of Well 7. As the <br /> water issue continues to develop it may impact the City’s ability to service future <br />phases of the development.
