2.The applicant shall work with Anoka County Highway Department and demonstrate that a roundabout fits within the proposed road right-of-way shown on the preliminary plat. Noise Study A Traffic Noise Assessment was completed by David Braulau Associates, Inc. dated May 9, 2025. Minnesota Rule 7030.0040 details noise standards for residential land uses: L10 is the level exceeded 10% or 6 minutes of an hour. L50 is the level exceeded 50% or 30 minutes of an hour. Predicted daytime L10 levels at living units closest to the highways are below the 65 dBA daytime residential standard. Predicted nighttime L10 levels at living units are slightly above the nighttime standards in 2026 but 4 to 5 dBA above the standards in 2040. However, residential land uses can be brought into compliance with state rules if appropriate STC rated windows are installed. An analysis of exterior facades shows that STC 28 will comply with the standards for most rooms although several models with extensive glazing may require STC 30 glazing to comply with the standards. Staff Comments: th 1.All single family and townhome unit windows, patio doors, etc. adjacent to 20 Avenue (CSAH 54) shall be constructed in such a way that the exterior to interior sound level attenuation is at least 30dB(A) as detailed in the noise study. a.Window areas shall require a minimum STC 30 glazing. Parks, Greenways and Trail Plan Figure 10-2 of the 2024 Comprehensive Plan identifies the need for a future Neighborhood Park Area F centrally located within the service area. The proposed development includes 6.4 acres of public park and 7,200+lf of paved trails. A mowed/turf trail is also proposed in the southeast quadrant of the site. The trails are located adjacent to the wetlands, stormwater ponds and open space creating a multi- functional greenway corridor. 18
