Turnberry Crossing Review <br />City of Lino Lakes, Minnesota <br />Page 2 <br />January 31, 2005 <br />Revised preliminary and final plats have not been provided as part of this submittal. Therefore, comments <br />provided per the previous review memorandums shall remain effective as applicable. Comments are as <br />follows: <br />1) As previously stated, the name of the proposed project has been changed from Marshan Townhomes <br />2nd Addition to Turnberry Crossing. All construction plans, including the preliminary and final plats <br />should be revised to reflect this change. <br />2) The property is adjacent to the Anoka County Roadway. Therefore, the Preliminary and Final plats <br />will require the review of the County. It is not expected that any construction related permits from <br />Anoka County will be required. However, additional right of way dedication may be requested by <br />the County: Typically, the County has requested a total right of way width of 120 feet, or 60 feet <br />from the centerline of the roadway. Any site grading that extends into the Anoka County right of <br />way will require a peanut. <br />3) A Landscape Plan was previously submitted. The plan did not appear to show any planting locations <br />that would have interfered with proposed underground utilities. However, there were are at least <br />some trees shown that were located within swaled or infiltration areas. Special care must be taken <br />during actual construction and subsequent plantings to assure that plantings will not be installed over <br />any underground utilities or within drainageways where flows may be restricted or impacted. It is <br />suggested that plantings be installed a minimum of 7 -10 feet from underground utilities in the event <br />any maintenance or excavations should be needed in the future. <br />4) The Grading Plan shall be subject to any further comments or requirements of the Rice Creek <br />Watershed District (RCWD). A conditional approval pending receipt of changes (CAPROC) was <br />previously received from RCWD. All conditions of the CAPROC must be met as stated. <br />5) A Stormwater Pollution Prevention Plan (SWPPP) has been submitted and shall be adhered to by the <br />applicant and his contractor throughout the duration of construction, in accordance with NPDES <br />requirements. Silt fence and erosion control as shown and detailed on the plans shall be installed <br />accordingly. <br />6) The location and type of permanent turf restoration (seeding and sodding) must be defined clearly on <br />the plans. In particular, the type of turf to be installed in the infiltration areas must be provided. This <br />would include vegetation specifications in accordance with RCWD requirements. <br />7) As noted on the Tree Preservation and Demolition Plan, several buildings including houses, barns, <br />sheds, and a garage all currently exist and will require demolition and removal as required. The <br />applicant will be responsible for the complete removal of all buildings, foundations, underground and <br />above ground items, capping of any existing utility connections and wells, and removal of any <br />underground, fuel storage or septic systems that may exist. All debris and unsuitable material must be <br />removed from the site. Any material imported to the site must be approved by the City Engineer. <br />
