Fairview Clinic, page 5 • eNNIRONMENTAL BOARD The Environmental Board reviewed this application at the March 30, 2005 regular meeting. There recommendations included a revised tree preservation plan, irrigation of seeded areas, lighting fixtures, monument lighting, landscaping materials, stormwater pollution, and the excess of parking. As all of the significant trees are on the city owned parcel, and were not planned to be saved as a part of the wood's Edge master plan. Staff wholly agrees with the need to irrigate seeded areas, and has included a condition of approval requiring it. Staff also understands the sensitivity in regards to lighting, and has recommended a condition requiring staff review of a photometric lighting plan and fixtures prior to the issuance of building permits for the site. The clinic is not proposing any additional signage, the monument sign shown on the plans is for the Wood's Edge master planned development and has not been designed at this time. The landscaping suggestions of the Environmental Board are included as a condition of approval below. Stornawater pollution prevention plan is required of all developments prior to construction, so this will be taken care of during the post- approval process with the building permit /development agreement. The excess of Parking is discussed in the parking section of the report and is addressed through conditions of approval. PLANNING AND ZONING BOARD The Planning and Zoning board recommended approval of the project at their April 13, 2005 regular meeting.. Their concerns centered on the architectural treatment of the proposed addition. The conditions attached to this report are the same as those approved with the board's recommendation, with the exception of the condition that • asked the applicant to add a second window grouping to the east elevation, which was met with the revised elevations submitted by the applicant on May 2, 2005. OPTIONS 1. Approval of Resolution 05 -64 for the Conditional Use Permit, Development Stage Plan/Preliminary Plat, and Final Plat; subject to conditions of approval. 2. Denial of the application. 0. Return to Staff with direction. RECOMMENDATION Staff recommends approval subject to the following conditions: 1. Conformance with the requirements of the S.E.H. memorandum. The landscape plan shall be revised to depict irrigation in all seeded areas; red maples in place of th sugar maples proposed along Lake Drive; and two woodbine plants at the base of all three trellises shown on the architectural elevation. 3. Additional handicapped parking must be provided along the southwest side of the building just we of the main entry of the clinic.
