• <br />• <br />April 8, 2005 <br />Paul Bengtson <br />Associate Planner <br />City of Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 -1182 <br />Dear Mr. Bengtson: <br />RE: Lino Lakes, Minnesota <br />Fairview Lino Lakes Clinic <br />Engineering Plan Review <br />SEH No. A- LINOL0305.04 SPCV <br />Identified below are our review comments for the proposed expansion of the Fairview Lino Lakes Clinic, <br />prepared by Harris Architects. Plans for the proposed expansion were submitted to our office for review <br />on April 4, 2005. <br />Proposed Grading Plan <br />1. Note 14 states that all disturbed areas are to be seeded. The City will allow turf restoration by <br />seeding, provided an irrigation system is installed. If an irrigation system is not planned, all <br />disturbed areas must be restored with sod. <br />2. A temporary rock construction entrance must be shown at the proposed entrance on Village <br />Drive. <br />3. Roof drain locations must be shown and called out on the grading plan. <br />4. Catch basins must be utilized to capture storm water runoff from the new parking lot rather than <br />allowing the runoff to flow directly on to Village Drive. Correspondingly, details showing catch <br />basins and catch basin manholes must be provided on the plans. <br />5. Proposed spot elevations at the building expansion corners must be shown. <br />Proposed Landscape & New Site Plan <br />1. A 5 -foot wide sidewalk is shown on the north side of the proposed expansion, abutting the <br />parking lot. Widening the sidewalk to 6 feet, thereby providing adequate pedestrian passage <br />when parked vehicles overhang the sidewalk, should be considered. <br />2. A pedestrian curb ramp must be located in front of both proposed building entrances. <br />3. Proposed geometries of the parking lot drive aisle at the northwest corner of the building are <br />problematic. Northbound vehicles turning westerly may result in them driving into the opposing <br />lane of traffic. Westbound vehicles will likely have the same tendency. To improve sight lines <br />and geometries, we recommend elimination of two parking stalls in this area: (1) the most <br />northerly stall on the parking bay nearest to Lake Drive; and (2) the most westerly stall on the <br />north side of the proposed building. Even with elimination of the two stalls, the applicant must <br />demonstrate there is adequate space available to accommodate opposing vehicles. <br />4.
