Both the Rice Creek Watershed District (RCWD) and the City of <br />Lino Lakes are parties to the Declaration. <br />Development Agreement <br />A Development Agreement is not required because this is an existing lot of record, not a <br />subdivision. <br />Site Improvement Performance Agreement <br />A Site Improvement Performance Agreement shall be executed prior to construction. <br />Comprehensive Plan <br />The Valvoline project is consistent with the goals and policies of the comprehensive plan <br />regarding land use, housing, economic development, transportation, local water management <br />plan, sanitary sewer, water supply and parks, greenway and trails. <br />Land Use Plan <br />The Comprehensive Plan guides this property for commercial use.
