• • • City of Lino Lakes — Surface Water Management Plan 1/10/11 Task 3.3 — Development of Issues, Goals and Strategies Description: This task will utilize the City - prepared memoranda and EOR's summary document developed in Task 3.1 to guide the issues, goals and strategies presented in the LSWMP. This task will differentiate between city -wide issues, goals and strategies and those specific to individual Resource Management Units (RMU's) as defined by previous planning documents. The RMU- specific sections will allow the City to easily understand the specific management issues for that particular subwatershed of the City. In addition to the city -wide topics, each of the RMUs will contain a description and summary table for recommended actions and roles for various entities who may be involved. For example, the City may take the lead on repairing a culvert under a City street and the RCWD may take the lead on a ditch repair project with limited support needed from the City. This summary table will be easy for the City to use as it moves forward with implementation activities and it will provide an easy discussion framework for meetings related to land development activities. Deliverables: • Draft of the Issues, Goals, Strategies and Actions for each of the RMUs to be included in this section of the Local Surface Water Management Plan. • Determine the need for additional stormwater management on an RMU- by -RMU basis Cost Assumptions: • 218 FOR staff hours • $24,176 Task 3.4 — Draft Implementation Program and Capital Improvement Plan Description: This task will include a summary of City - identified action items and strategies detailed in Task 3.3. Timing, priorities of costs and financial impacts if the proposed actions will be considered to develop a draft Capital Improvement Program (CIP). Financing mechanisms will also be addressed. Also included will be more programmatic or City- wide issues such as an Operation and Maintenance plan for City stormwater management ponds and BMPs. Deliverables: Draft Implementation program and Capital Improvement Plan section of the LSWMP. Cost Assumptions: • 50 FOR staff hours • $7,300 Task 3.5 — Draft Administration Section Description: Included in this task is the description of the City's regulatory authorities and that of other government entities as well as the development of administrative parameters required for a LSWMP.
