City of Lino Lakes — Surface Water Management Plan <br />1/10/11 <br />Cost Assumptions: <br />• 10 EOR staff hours <br />• $1,290 <br />Task 3.6 — Complete Draft Plan for Review <br />Description: <br />For the review draft of the plan, EOR will complete the remaining sections including: the <br />Executive Summary; the Introduction; and the Appendices. The City's Comprehensive <br />Plan provides guidance for the next generation LSWMP including its content, <br />organization, requirements of the law and that it be assembled from existing <br />documentation (as described in Task 3.1). Supplemental information called for in the <br />Comprehensive Plan also to be included in the LSWMP is as follows: <br />• Integration of MS4 SWPPP policies and goals <br />• Expansion of system improvements to include non - structural elements (qualitative, <br />not quantitative — see Task 3.3) <br />• Preparation of cost estimates and timelines for improvements program (see also Task <br />3.4) <br />• Identification of proposed actions to address nondegradation (qualitative, not <br />quantitative — see notes in Tasks 2.1 and 2.2) <br />LSWMP content requirements as specified by regional authorities such as the Rice Creek <br />Watershed District (RCWD), Vadnais Lakes Area Watershed Management Organization <br />(VLAWMO) and the Metropolitan Council will be incorporated into the draft plan in this <br />task. Section 8.3.1 of the RCWD Watershed Management Plan provides details on <br />LSWMP requirements. In addition, the LSWMP will be consistent with 8410 and MS <br />103B.235 and will address the expanded list of requirements of the "2030 Regional <br />Development Framework" by the Metropolitan Council. The language provided in <br />section 5.6 of the VLAWMO Watershed Management Plan will be used during <br />development of this LSWMP. Many of the requirements specified in the aforementioned <br />documents have been completed through the course of the City's Comprehensive Plan <br />process and the Resource Management Plan. The information developed through <br />previous studies will be used to the fullest extent possible and referenced as appropriate. <br />EOR will format the plan at this stage of the project so that it is visually presented for <br />ease of use. For example, EOR has had success using icons to tie over - arching themes <br />(e.g. Partnership & Community Connections, Adaptive Management, Innovation & <br />Emerging Trends, and New Information/Technology) throughout the issues, goals, <br />policies and implementation plan.
