<br />A Traffic Study was prepared by SSTS dated February 16, 2024 for Otter Crossing South which <br />included commercial development of these 2 lots. The study analyzed the following <br />intersections: <br />Main St (CSAH 14) & I-35E SB Ramps <br />Main St (CSAH 14) & I-35E NB Ramps <br />Main St (CSAH 14) & Otter Lake Rd (CR 84) <br />Main St/Frenchman Rd/CSAH 8 & Victor Hugo Blvd <br />Otter Lake Rd (CR 84) & Gymnastics/Industrial Building Access <br />Access Locations for Build Conditions <br />Trip Generation <br />The study analyzed a Phase 1 development scenario that included a supermarket (Aldi), fast <br />food (Taco Bell), and retail (future). The Phase 1 development is expected to generate 1,658 <br />new weekday daily trips. The AM peak is 7:15am to 8:15am and PM peak is 4:15pm to 5:15pm. <br />The table below provides a detailed breakdown of land use, shared trips, and pass-by trips. <br />Pass-by trips occur when motorists already on the highway system stop at the development site <br />prior to continuing their intended route. <br />Level of Service <br />Level of Service (LOS) is used to describe the operating conditions and driver delay (measured <br /> in seconds) of an intersection. Operations are given letter designations from “A” (best <br /> operating conditions) to “F” (worst conditions). <br />City Code Section 1007.020, Site Plan Review and Section 1001.013(2)(c), Premature <br />Subdivision establishes minimum Level Of Service (LOS) requirements. The ordinance states <br />that if the LOS is A or B, the proposed subdivision shall not the degrade the LOS more than one <br />grade. If the LOS is C or D, it shall not degrade the LOS. Intersections with a LOS of E or F must <br />be improved to ensure a LOS of D or better. <br />7 <br /> <br />
