•
•
CITY COUNCIL WORK SESSION APRIL 17, 2002
approved the premature subdivision criteria (included in the General Provisions section).
General agreement has also been reached on the platting requirements, but the task force
has not voted on a completed draft of those sections. The information distributed also
included meeting dates and the topic that will be discussed. He noted the next meeting
will be on April 25, 2002.
Councilmember O'Donnell stated the Council is concerned about the completion of the
plans. He stated information needs to be provided to the Council regarding where the
task force is, where it is going, and what will be done if the task force is behind schedule.
He stated he is open to a second meeting every month to get caught up if that is necessary.
City Planner Smyser stated that he believes the task force will be caught up after the next
meeting. Many of the upcoming meetings refer to technical and legal issues. The
majority of the project will be completed in May, which complies with the proposed
schedule.
Mayor Bergeson referred to the current sign ordinance noting that he provided copies to a
resident. He stated the ordinance is long and very confusing. He suggested that some
ordinances are better off being written very simply as opposed to being too complicated.
Community Development Director Grochala stated the task force has been very good at
addressing that issue. The task force is trying to have the ordinances simply state what
the ordinance really means.
Councilmember Reinert asked how the task force is working together.
Councilmember O'Donnell stated the group works very well together.
Councilmember Carlson asked if there will be any delays with the project due to the
Comprehensive Plan approval from the Metropolitan Council.
Community Development Grochala stated he does not see any issues with the ordinances.
The Metropolitan Council may have issues with the proposed land use.
City Planner Smyser stated the task force is trying to prepare the ordinances in a way that
the Comprehensive Plan will not change them.
Councilmember O'Donnell asked if the Council would like to received final drafts after
they are approved or all together as one complete package.
Councilmember Carlson stated she would like the approved sections as soon as the task
force approves them.
Mayor Bergeson stated if there are some sections that should be grouped together then
they should be distributed all at one time.
