• <br />• <br />• <br />JADT Addition <br />Page 3 of 10 <br />Tree Preservation. The tree preservation plan has been superimposed upon the preliminary <br />grading plan. According to the plan, 22 significant trees exist upon the subject property. Of <br />those significant trees, 16 are to be saved. All trees to be saved are to be flagged and protected <br />by snow fence prior to construction. <br />Park Dedication. As part of the previous platting of the property, park dedication was not <br />received. As a result, the proposed subdivision will be subject to park dedication requirements. <br />For commercial development, a park dedication requirement of $2,175 per acre is required. <br />With the subdivision comprising 6.4 acres of upland area (exclusive of ponding), a park <br />dedication of $13,920 will be required prior to the recording of the subdivision. <br />Environmental Issues. The Environmental Board reviewed the request at their July 31, 2002 <br />meeting and recommended approval. Their comments are attached to this report. <br />CEPTED Review. The CEPTED review was completed on June 21, 2002. The primary issues, <br />as addressed on the attached report, regard traffic flow through the development. The <br />development has been redesigned to address these issues. <br />Rice Creek Watershed District Review. The proposed development is subject to Rice Creek <br />Watershed District (RCWD) approval for both a Land Development Permit and a Wetland <br />Alteration The RCWD issued a TWAFAA ( Tabled with Authorization for <br />Administrative Action) at it's August 28, 2002 meeting. <br />Site and Building Plan Review <br />As indicated previously, the applicant is seeking site and building plan approval to allow the <br />construction of a 14,172 square foot retail commercial center upon proposed Lot 4. At such time <br />when specific development projects exist for the remaining lots in the subdivision (Lots 1 -3), <br />they will likewise be subject to a site and building plan review process. At this point, the site <br />plans provided for Lots 1 -3 are conceptual in nature and are intended to demonstrate the <br />developability of the lots and a comprehensive stormwater management and circulation system. <br />Access. Access to the proposed retail center is to be provided via two 30 foot wide curb cuts <br />along Apollo Drive. <br />While the westerly curb cut is in direct alignment with an existing curb cut to the north, the <br />easternmost curb cut is slightly off -set from an existing curb cut to the north. As a condition of <br />site and building plan approval, the easterly curb cut should be shifted approximately 15 feet to <br />the west to create a direct alignment. Additionally, approval of the easterly curb cut will require <br />an access agreement with Kohl's. <br />
