The proposed circulation is considered well conceived and is integrated into the <br />overall circulation system proposed for the subdivision. <br />One minor concern that exists in regard to site circulation is the temporary dead -end parking <br />arrangement on the west side of the site. To address this concern, a temporary turn- around <br />should be provided at the western terminus of the parking area (either on site or within Lot 3). <br />Lot Size and Setbacks. While the Planned Development Overlay designation can provide <br />flexibility from the strict terms of the Ordinance, the requirements of the underlying SC, <br />Shopping Center District are considered an appropriate guideline. The lot and building <br />performance standards for properties within the SC District are listed below. <br />* Flexibility requested <br />Within SC zoning districts, a 50 foot setback is required from arterial streets. As shown on the <br />preliminary site plan, a 30 foot principal building setback has been proposed along I -35. At 2.3 <br />acres in size, the subject property also fails to meet the minimum 3 acre lot requirement imposed <br />in the SC District. <br />The PDO section of the Ordinance does state however, that perimeter setbacks can be established <br />by applying the setback requirements of the surrounding district or can be related to the height of <br />the buildings.
