City Council <br />September 23, 2002 <br />Russian Baptist Church Site Plan Review & CUP <br />parking expansion areas, as well as an increase in the use of infiltration and storm water <br />practices around parking areas in general. <br />Access is off Ash Street, a County road. The Anoka County Highway Department has <br />offered several comments on the site, to include the following: <br />• Dedication of 100 feet of right -of -way on Ash Street to Anoka County, along <br />with right -of- access <br />• Realignment of the access driveway so that is aligns with the eastern edge of <br />the parking lot <br />• Entrance width should be 24 feet wide and include a 6 "curb, per State Aid <br />Highway requirements <br />• The proposed landscape plantings should be removed from sight triangles <br />• The proposed infiltration pond adjacent to Ash Street should be removed from <br />the County right -of -way <br />• A permit must be pulled with Anoka County for any work to be done in the <br />right -of -way <br />Additionally, County officials have verbally reported to City Engineer Jim Studenski that <br />a right turn lane should be striped onto the existing shoulder of Ash Street to facilitate <br />right -turns onto the property. <br />Plans show a two -lane, 24 -foot wide driveway entrance to the site off Ash Street. The <br />preexisting gravel driveway leading to the neighboring property to the east, as shown on <br />survey and engineering plans, will no longer share access across the site. <br />There has been no traffic generation study conducted. <br />Setbacks <br />The following chart indicates the required and proposed setbacks for the site: <br />Setback <br />Required <br />Proposed <br />Principle Building — <br />front/from street <br />40 feet <br />(for arterial roads) <br />40 feet <br />Principle Building — <br />side yard <br />50 feet <br />(for CUP requirements) <br />50 feet <br />Principle Building — <br />rear yard <br />30 feet <br />+ 30 feet <br />Parking — front/from street <br />15 feet <br />30 feet <br />Parking — side yard <br />15 feet <br />15 feet <br />Parking — rear yard <br />10 feet <br />+ 10 feet <br />5 <br />
