City Council <br />September 23, 2002 <br />Russian Baptist Church Site Plan Review & CUP <br />Lighting <br />A photometric plan has been submitted, along with fixture details. Lighting will be no- <br />spill, with meter readings within City requirements (< 1 foot candle for streets; < 0.4 foot <br />candle for abutting residential property). Neighbors to the west of the site had expressed <br />some concerns at the June Planning & Zoning Board meeting regarding the possibility of <br />glare from the lights, and had inquired about alternative management measures for the <br />lighting, such as dimming or shutting off lights at night when the church was not being <br />used. <br />In general, shoebox style /no -spill fixtures should solve for any glare problems, as lighting <br />is completely shielded and directed only downward. Additionally, building officials <br />report there is nothing in the building code which specifies a minimum height for <br />fixtures. In responding to inquires about shutting off lights, police officials recommend <br />that lights should be on "from dusk to dawn," according to CPTED guidelines. Such <br />guidelines are advisory and not compulsory, however; police officials recommend that, at <br />a minimum, several poles stay lit and that the front of the building and all entrances /exits <br />be lit. <br />Landscaping <br />The proposed church would exist as a conditional use within a Rural zone. City <br />Ordinance directs that such conditional uses provide "adequate screening from abutting <br />residential uses and landscaping...in compliance with Sec. 3.subd.4.S." City Ordinance <br />specifically directs buffering /screening in the form of "either a fence or green belt <br />planting strip." <br />Neighboring residents had expressed concern with the idea of using a fence as a buffer. <br />Rather, residents requested a landscaped buffer be used, with possible use of berming. <br />Such suggestions appear to be attractive to both church and City, and as a result the <br />landscape plan has been revised to reflect such changes. <br />Trash Enclosure /Screening <br />Plans show a 13' X 10' trash enclosure located at the northern end of the parking area. <br />The enclosure is 6' -8" high and constructed of concrete block painted to match the <br />principle building color. <br />Signage <br />No signage plans have yet been submitted. The Lino Lakes Sign Ordinance limits <br />institutional signage in the Rural zone in the following ways: maximum of 32- square feet <br />of signage area; a maximum of 8 feet high; no closer than 10 feet to any property line. <br />6 <br />
