Will be harmonious with the general and applicable specific plans and policies of <br />the comprehensive plan of the City and this ordinance. <br />Comment: The comprehensive plan guides for commercial use of this site. Once <br />rezoned from R -1 to General Business the site would match the comprehensive <br />plan. <br />3. Will be designed, constructed, operated, and maintained so as to be harmonious <br />and appropriate in appearance with the existing and /or intended character of the <br />general vicinity and will not change the essential character of that area. <br />Comment: The building designs include many windows and rock face block. The <br />design will be carried through on all four sides of the buildings. This should help <br />make the buildings more attractive. Landscaping and fencing should soften the <br />development and help screen the use from residents. The added sidewalk <br />should be beneficial for pedestrians. Restrictions on canopy lighting, outside <br />audio, hours of operation, and limited delivery hours will minimize the fueling <br />station impacts to existing residential properties. <br />4. Will be served adequately by essential public facilities and services, including <br />street, police and fire protection, drainage structures, refuse disposal, water and <br />sewer systems, and schools; or will be served adequately by such facilities and <br />services provided by the persons or agencies responsible for the establishment <br />of the proposed use. <br />Comment: The proposal should be served adequately by such facilities and <br />services. <br />5. Will not create excessive additional requirements at public cost for public <br />facilities and services and will not be detrimental to the economic welfare of the <br />community. <br />Comment: This development should not increase public costs, and will enhance <br />the economic welfare of the community. <br />6. Will not involve uses, activities, processes, materials, equipment and conditions <br />of operation that will be detrimental to any persons, property, or the general <br />welfare because of excessive production of traffic, noise, smoke, fumes, glare, or <br />odors. <br />Comment: The proposed commercial uses upon this site should not create any <br />excessive externalities that would be abnormal to the character of commercial <br />sites. <br />
