Landscaping <br />The Landscape Plan identifies required Boulevard Trees, Buffer/Screen Plantings, Open <br />Area Calculations and Replacement Tree Schedule. The plans require minor revisions <br />but in general are compliant with the ordinance. The Environmental Coordinator shall <br />review the final landscape plan. <br />Comprehensive Plan <br />Transportation Plan <br />A Traffic Impact Study was prepared by Westwood Professional Services (November <br />2013) on behalf of the developer to analyze traffic impacts to and from 20th Avenue <br />South (CSAH 54) and Cedar Street West. Conclusions from the study include 186 total <br />AM Peak hour trips and 242 total PM Peak hour trips and all development intersections <br />will operate at a Level of Service A (LOS A) in the 2019 No -build and 2019 Build <br />conditions. <br />Anoka County Highway Department has provided a comment letter dated January 24, <br />2014. In general, the County's comments relate to required additional right of way, <br />proper sight distance, turn lane construction along CSAH 54 and appropriate noise <br />mitigation. Right of way has been dedicated per the plat. Trees are being removed <br />within the CSAH 54 right of way to provide proper sight distances. Turn lanes are being <br />constructed with final approval required by the County. A noise mitigation analysis is <br />being prepared by the developer. In addition, a landscape buffer is being planted in the <br />rear yards abutting CSAH 54. <br />Alternative Urban Areawide Review (AUAR) <br />The project site is within the 2005 I-35E Corridor AUAR and is subject to the AUAR <br />mitigation plan. The proposed development is consistent with development Scenario 1 <br />for residential medium density and complies with the mitigation plan in regards to <br />wetlands, water use, erosion and sedimentation, surface water runoff, wastewater and <br />transportation. The AUAR requires developers to follow all appropriate guidelines and <br />policies related to traffic noise and noise walls. A noise analysis shall be submitted by the <br />developer in accordance to MPCA regulations which takes into consideration both I-35E <br />and CSAH 54. <br />Floodplain <br />The 1982 FEMA Flood Insurance Rating Map (FIRM) indicates the southeast quadrant of <br />the site is located within a designated Zone A flood plain district. Per the Stormwater <br />Management Plan, the 100-year flood elevation is 909.7 which according the RCWD, <br />this would also be the 100-year regulatory flood elevation. With the exception of the <br />ditch, the site is above this elevation and no floodplain fill is proposed for this project. <br />7 <br />
