Ms. Katie Larsen <br />February 7, 2014 <br />Page 2 <br />Street and Trail Comments: <br />1. Cedar Street will need to be overlaid as part of this development. <br />2. Turn lanes at Cedar Street are also required per Anoka County. <br />3. Trails will be reviewed with the final design. <br />4. Maintenance of the center median at CSAH 54 and Street A will be required from the <br />neighborhood. Documentation confirming Homeowners Association maintenance of this <br />median will be required. <br />Sanitary Sewer and Watermain Comments: <br />1. The sanitary system has been revised to include a 10-inch line at minimum grade to serve <br />future development to the west via Street A. The sanitary system also needs to accommodate <br />future development to the south and southwest. The proposed lift station design will need to <br />be coordinated with respect to flow and elevation to serve these areas in the future. Due do <br />wetlands south of the site, the lift station may be located at Street E for the future extension. <br />Please reference the enclosed attachment. <br />2. There needs to be 16" watermain from the north end of the site to the southwest end. <br />3. All watermain shall be DIP Class 52. <br />4. Drainage and utility easements generally accommodate the proposed utilities. Once the final <br />utility plan is completed, the easements will be reviewed with the final plat. <br />Storm Sewer and Drainage Comments: <br />Prior to plat approval, the following items must be addressed: <br />1. Low floors are 4' above the highest anticipated water table based on the geotechnical data <br />submitted. <br />2. Low floors should be 2' above the HWL, there are various areas where it is only 1.5' above. <br />3. Check that low floors are 1' above the EOF's such as Block 9 and Lot 15 Block 2. <br />4. The applicant must quantify the water quality benefits provided by the proposed ponds <br />(based on Rice Creek Watershed District Rules) and include this information in the <br />stormwater management plan for the development. <br />5. Calculations for the water reuse system must be provided for review and approval. In <br />general, calculations must consider irrigation demand, reservoir capacity, and stormwater <br />runoff supply and must address how these components are interrelated to provide volume <br />control consistent with RCWD Rules. <br />6. Calculations for the 10-day, 100-year snowmelt event must be provided that demonstrate no <br />increase in peak discharge rates from the existing conditions. <br />Prior to construction, the following items must be addressed: <br />7. Responsibilities for maintaining stormwater management facilities must be formally <br />documented in an agreement and provided to the City prior to construction. <br />8. All necessary permits must be obtained from others including Rice Creek Watershed District, <br />MPCA, Department of Health, and the County prior to construction. <br />9.
