Since the delineation of the wetland is critical in verifying that the area of Lot 3 meets the <br />minimum lot size of 10,800 square feet, it is proposed the first final plat, Talan Ridge, <br />will create Lot 1 and Lot 2. After delineation and RCWD approval, Lot 2 will then be <br />final platted again (Talan Ridge Second Addition) into 2 more lots. This will create a <br />total of 3 lots. <br />Comprehensive Plan <br />The proposed three (3) lot residential subdivision for the construction of two (2) single <br />family homes for Talan Ridge is in compliance with the Comprehensive Plan in terms of <br />Resource Management System, Land Use Plan, Housing Plan, and Transportation Plan. <br />The parcel is guided low density residential. Per the City's Comprehensive Plan, low <br />density residential development allows for 1.6 to 3.9 dwelling units per acre. The <br />proposal of 2.27 units per acre is consistent with the Comprehensive Plan's guided land <br />use and density. <br />Wetlands <br />There is a wet area on the SE side of the property and is identified as a wetland. No <br />delineation has been completed. The delineation will need to be completed prior to final <br />plat of the 3rd lot. <br />Floodplain <br />There is no floodplain on the parcel. <br />RECOMMENDATION <br />Staff recommends continuing the Public Hearing of the rezoning, preliminary plat and <br />final plat of Talan Ridge until the following revisions/conditions have been met: <br />1. All comments from the City Engineer letter dated February 3, 2014 shall be <br />addressed. <br />2. All comments from Environmental Coordinator letter dated February 3, 2014 <br />shall be addressed. <br />3. The Final Plat shall be recorded by the Developer with Anoka County. <br />4. A Development Contract shall be drafted by the City, executed by the City and <br />the owner and recorded with Anoka County. <br />5. A wetland delineation shall be completed and approved by RCWD prior to any <br />additional final platting of the proposed Lot 2, Block 1 Talan Ridge. <br />6. Prior to issuance of any single family building permits, the developer or builder <br />shall: <br />a. Submit a building permit for review and approval. <br />b. Submit a revised grading and drainage plan to the City Engineer and Rice <br />Creek Watershed District for review and approval. <br />N. <br />
