JAN -05 -2000 14:39 <br />Highland Meadows <br />Page 4 <br />• Preliminary Plat <br />ID <br />NAC 612 595 9837 P.05/08 <br />The preliminary plat consists of 55 single- family lots and 52 quadraminium lots <br />plus common space lots and Outlot E. <br />Through a coving design, all of the lots meet the minimum width requirement. <br />The City previously determined that lot width flexibility would be allowed through <br />PDO with adjusted setbacks. The setbacks are identified on the preliminary plat. <br />A plan with clearly identified front yard setbacks with dedicated drainage and <br />utility easements will be provided to the building inspector following approval of <br />the final plat. <br />Townhomes <br />The townhome (R -3 District) portion of the plat includes 52 units plus common <br />space on 7.68 acres. This translates to approximately 6,127 square feet of land <br />area per unit. The ordinance requires 5,445 square feet. All multi family <br />development areas are subject to site plan review criteria as outlined in the <br />ordinance. In addition to what has been submitted, site plan review includes <br />submittal of detailed building plans (interior and exterior), landscaping plans for <br />the development area, and the identification of any other site improvements. <br />Because of the lack of detail on the townhome area we recommend that the <br />preliminary plat approval include a conceptual approval of the townhome use but <br />that a more detailed site plan review process follow with the final development <br />plan required under the PDO process which will be reviewed by the Planning <br />Commission and the City Council. <br />Setbacks <br />Part of the coving design philosophy proposed under the PDO is to vary front <br />yard setbacks to provide a streetscape that creates a visual appearance of <br />greater open spaces. All of the lots meet the 80' lot width requirement when <br />measured at the identified setback. All of the lots meet or exceed the minimum <br />front yard setback. The setbacks proposed are part of the PDO and will be <br />enforced on the lots as identified. Sale documents and final PDO must <br />specifically identify the required setbacks for individual lots to insure proper lot <br />widths. <br />The ordinance requires minimum setbacks as follows: <br />R -1 District R -3 District <br />Front Yard 30 feet 30 feet <br />Side Yard- interior 10 feet 10 feet <br />• Side Yard - corner 30 feet 30 feet <br />Rear Yard 30 feet 30 feet <br />
