City Council <br />Stadium Schedule <br />February 9, 2000 <br />page 3 <br />Traffic along 80th St. and 20th Ave. in that area would create a market for retail services <br />along those roads. The stadium would require utilities, and the utilities would enable <br />commercial and residential development throughout that part of the City. The pressure <br />would call into question plans to keep much of the northeast portion of Lino Lakes in <br />rural land uses for the near and mid -term future. <br />Utilities: The stadium would require major improvements in regional sewer and <br />local sewer and water facilities. Utilities would need to serve surrounding development <br />as well as the stadium itself. Major facilities to be added to the area also would include <br />electricity, gas, telephone, cable, etc. <br />Town Center: The stadium would most likely help the Town Center because of <br />its proximity to the stadium. The Town Center would provide a good pre -game location <br />because of the restaurants and lodgings we envision there. The residential units would <br />also have another amenity, being close to the stadium while still separated by the regional <br />park. <br />Natural Environment: The impacts of development on the natural environment are <br />yet unknown. We would need to study the wetlands, drainage patterns, vegetative cover, <br />and other natural features that would be affected. Generally speaking, we should expect a <br />large facility and the surrounding development to have the potential for significant <br />impacts. Whatever exists on the site now would be replaced by high intensity urban land <br />uses. Stormwater facilities to handle runoff from large areas of impervious surface would <br />themselves have impacts. <br />This is only a partial list of issues. <br />For your information, I've attached a summary of the EIS process. <br />
