CITY COUNCIL WORK SESSION MAY 3, 2000 <br />Mr. Schreier advised there are two issues: building the 250 feet of road and putting the <br />road in the middle of his property. He noted there is access to the water tower and <br />hopefully an arrangement can be made to share the access. <br />Mr. Millbauer stated staff told him that the City would prefer a frontage road access. He <br />indicated he is fine with that access. <br />Council Member Reinert inquired about the reason for keeping the right -of -way on a road <br />that won't be developed. Staff advised the additional right -of -way will be considered <br />when the rest of the road is developed. <br />This item will appear on the regular Council agenda Monday, May 8, 2000, 6:30 p.m. <br />LINO LAKES STATE BANK, JEFF SMYSER <br />Staff advised the Lino Lakes State Bank is requesting a conditional use permit, site plan <br />review and minor subdivision to allow the construction of a branch bank at Otter Lake <br />Road and a "to be constructed" new roadway. The property is Zoned GB, General <br />Business and guided for commercial development in the current and draft comprehensive <br />plan. A bank building with drive - through capacity requires a c hditional use permit. <br />Staff reviewed the application in detail and recommender appr val of the conditional use <br />permit, site plan review and minor subdivision. <br />This item will appear on the regular Co <br />74TH STREET VACATION: <br />orday, May 8, 2000, 6:30 p.m. <br />Staff advised Mr. Gary Uhde, rn �f the Apollo Business Center, is requesting <br />vacation of the 74th Street rightf =way between Apollo Drive and Jon Avenue. The <br />roadway is currently unused and inaccessible from the east. The City has determined that <br />the road right -of -way is not needed for public purposes, however, the City will need to <br />retain a drainage and utility easement over the vacated right -of -way. <br />The City has received a letter from the Minnesota Correctional Facility Physical Plant <br />Director indicating no objections tot he roadway vacation provided the drainage /utility <br />easement is maintained. The Correctional Facility's utilities are currently within the 74th <br />Street right -of -way. <br />Staff recommended approval of Ordinance No. 08 — 00, Vacation of 74th Street between <br />Apollo Drive and Jon Avenue. <br />Council Member Carlson inquired about other property owners along the roadway and the <br />location of the VFW. Staff advised Mr. Uhde owns all the property except for the <br />existing lots. Staff referred to a map indicating the location of the VFW. <br />7 <br />
