3. TOWN CENTER DEVELOPMENT <br />1999 REVIEW: <br />The Civic Complex has been completed and plans are moving <br />forward for the construction of a YMCA beginning in the fall of <br />2000. McDonald's will be constructing a "retro" restaurant in <br />the spring of 2000. Calthorpe Associates has been working <br />with community development staff to complete a master plan <br />and design guidelines for two quadrants of the 35W <br />interchange. Staff is working with various developers of <br />commercial and housing. <br />PURPOSE: Facilitate the development of the Village as the focal point of the <br />Town Center as "downtown" Lino Lakes based on the guiding <br />principles established in the Master Plan, and extend applicable <br />principles to the entire Town Center <br />TIME FRAME: 2000 -2005 <br />ASSIGNED TO: Community Development Director, Economic Development Assistant, <br />EDAC, city staff <br />STRATEGY: 1. Complete the planning process for The Town Center and facilitate <br />the integrated development of the four quadrants of the l -35W <br />interchange called the Town Center. <br />2. Complete the development framework and zoning ordinances for <br />the Town Center based on the principles of Traditional Neighborhood <br />Development to serve as a model for higher density development <br />within the city. <br />3. Release an RFP for the purpose of jointly marketing the city <br />owned and Tagg properties to developers. <br />4. Develop a marketing program in coordination with developers to <br />inform potential new businesses of the unique opportunities available <br />in the Town Center. <br />5. Continue communication with landowners and other stakeholders. <br />6. Sell the city -owned parcels within The Village. <br />5 <br />
