Planning & Zoning Board <br />July 10, 2002 <br />Page 23 <br />APPROVED MINUTES <br />Motion carried 6-0. <br />Mr. Grochala asked for clarif ication on street width. Afte r discussion, the Board decided <br />to keep the street width at 32 feet. <br />Chair Schaps recessed the meeting at 9:20 p.m. and reconvened the meeting at 9:31 p.m. <br />C.CONTINUED PUBLIC HEARING – Russian Baptist Church, Ash St./Baldwin Lk. <br />Rd., Site Plan Review and Conditional Use Permit <br />Chair Schaps reopened the public hearing at 9:32 p.m. <br />Staff stated the City had received an appli cation for Site Plan Review and a Conditional <br />Use Permit for Russian Baptist Church. This application was initially presented at the <br />June 12 th meeting of the Planning and Zoning Bo ard, but was tabled pending further <br />information on a number of issues, including: <br />• Investigating providing city services through either the City of Circle Pines or the <br />City of Shoreview, as an alternative to the proposed use of a well and septic <br />system. <br />• Drainage: neighboring reside nts had concerns about runoff onto their property. <br />• Buffer greenbelt: neighboring residents were not supportive of the use of a fence; <br />a revised landscape plan using ve getation and/or berms was proposed. <br />• Lighting: neighboring resident s had concerns over glare. <br />• Traffic issues: Anoka County had not yet responded with comments on the <br />proposed project. <br />At the request of neighboring residents, the Russian Baptist Church held a second <br />neighborhood meeting on June 26 th in order to meet with residents and address their <br />concerns. <br />The proposed site is in the far southwestern corner of the City, west of Baldwin Lake <br />Road and north of Ash Street. The property, wh ich is 4.6 acres in size, is zoned Rural. <br />Since churches are listed as a Conditional Use in a Rural Zone, a Conditional Use Permit <br />has also been applied for. <br />The Russian Baptist Church currently has approximately 180 members. The church is <br />now renting space in Spring Lake Park for their meetings and parish needs, and has <br />applied for a Site Plan Review and Conditiona l Use Permit in order to construct a church <br />of their own. <br />Staff presented its analysis by explaining the City’s proposed 2001 Land Use Plan guides <br />the subject site as Low Density, Sewered Re sidential (one to 2.5 units per acre). While <br />the 2001 Plan is not yet officially adopted, it does reflect the l ong-range goals of the <br />community in relation to existing and future land use.
